A bill necessary to implement Israel’s 1999 budget passed the first of three Knesset votes. The vote of 47-37 approving the Budgetary Arrangements Bill came after an embarrassing two-month delay. The bill may still face opposition from Orthodox Knesset members, who say they will vote against it if the legislature does not approve separate measures they have introduced.
