A Common Market spokesman said Sunday that the $4 million in aid for Palestinian refugees approved last week by the EEC foreign ministers has “no political significance.” He noted that “the EEC has given similar aid to others throughout the world and last year provided the Palestinian refugees with wheat.” He noted that the purpose of the latest EEC decision was just to “institutionalize what had been going on informally for several years.” The $4 million aid program which takes effect immediately is expected to be followed by a $33 million health and education program spread over five years.
