A European parliamentary inquiry said it found no evidence that E.U. payments to the Palestinian Authority were being diverted to terrorists. In a report published in Strasbourg on April 1, the group said auditing controls on E.U. funding should be stepped up and cash payments to P.A. employees curtailed, and the budget for P.A. President Yasser Arafat reduced to an “appropriate” level.
