A New York appellate court dismissed charges by Helen Chayie Sieger, a member of the Bobover Chasidic sect, who in a $13 million civil suit in 1998 accused the Union of Orthodox Rabbis of the United States and Canada of taking bribes, defaming her and causing emotional distress.
