A group that monitors human rights in the former Soviet Union is questioning President Clinton’s decision to allow continued aid to Russia because Russia is not carrying out a law that would restrict religious freedom there. The Union of Councils for Soviet Jews said there are numerous examples where the law has been used to deny freedom of religious expression. The law, passed last September, imposes a variety of restrictions on faiths that have not been active in Russia for at least 15 years.
