A draft bill embodying a seven-point code of fair procedure for legislative investigating committees and executive investigative agencies was today presented to the New York Special Legislative Committee on Ethics in Government by Will Maslow, general counsel of the American Jewish Congress. Mr. Maslow suggested that in addition to providing elementary safeguards for witnesses appearing before such investigating bodies, “some means must be provided to see that any code of fair procedure can be enforced.”
