A Jerusalem court proposed that a Maryland teen-ager wanted for murder in the United States voluntarily return to America to stand trial and, if convicted, return to Israel to serve out his sentence. Lawyers for the defense and prosecution are slated to submit their responses next week. If accepted, the compromise would sidestep an American request to extradite Samuel Sheinbein, who has claimed Israeli citizenship to avoid extradition.
