A New York state appeals court ruled Tuesday that two paintings by an Austrian artist must be returned to Vienna. The ruling, which reverses an earlier court decision, was a defeat for the Manhattan District Attorney’s Office, which was conducting a probe to determine whether the Nazis stole the paintings by Egon Schiele from two Jewish families.
