A senior European Union official cancelled a visit to Israel. The E.U.’s foreign policy chief, Javier Solana, put off the visit after Prime Minister Ariel Sharon’s office said he would not be able to meet with Solana because Solana also planned to hold talks with Yasser Arafat.
