A senior U.S. State Department official said the Bush administration believes bills that restrict Palestinian officials would tie the U.S. government’s hands. David Satterfield, deputy assistant secretary for Near Eastern Affairs, told lawmakers July 11 that two acts proposed by Congress, the Arafat Accountability Act and the Middle East Peace Commitments Act, would prevent the State Department from having an open dialogue with Palestinian leaders.
