A spokesman for Sen. Charles Percy (R. III.) said the solon has received a letter from Premier Menachem Begin of Israel apologizing for rebuking him for allegedly urging President Reagan to bring Israel to its knees because of the situation in Lebanon. Begins letter, according to the spokesman, said that the Premier accepts Percy’s avowal that he never made such a statement.
