A top Jewish leader in Germany criticized an agreement to delay a decision on a national Holocaust memorial. Ignatz Bubis said the move reached by German Chancellor Helmut Kohl and Berlin Mayor Eberhard Diepgen to wait until after the Sept. 27 national election was “disgraceful.” But opposition party leader Gerhard Schroeder said he agreed with the move.
