A U.S. federal appeals court struck down a Maine school voucher program as an unconstitutional violation of the separation between church and state. The program provided reimbursements to students who must attend private or parochial schools outside of their school districts because their towns do not have public high schools. Last week’s ruling, which came on the heels of a decision by the Ohio Supreme Court upholding a Cleveland voucher program, was the highest-level court decision on vouchers.
