A U.S. federal appeals panel ruled that New York City must allow a controversial Million Youth March to take place Saturday in Harlem. But the panel reduced the scope and duration of the march, which is being organized by Khalid Muhammad, the anti-Semitic former spokesman of the Nation of Islam, and opposed by New York City Mayor Rudy Giuliani.
