A woman in Estonia was sentenced to a year in prison for violating the country’s hate speech laws. Ludmila Vikenteva, an ethnic Russian, was charged in June 2001 with distributing the newspaper of the local branch of the violent neo-Nazi group Russian National Unity, which an Estonian expert commission found incites ethnic hatred.
