Brigadier General Abel Davis is one of the three officers of the same rank of the Illinois National Guard who have been named as a board to hear charges of alleged irregularities in the handling of government property by men under him against Col. Otis B. Duncan, colored commander of the 8th Infantry of the National Guard. Taking of testimony will begin Monday. Other members of the board are Brigadier Generals John J. Garrity and Frank R. Schwangel.
