The Uruguay an Chamber of Commerce has submitted a memorandum to the Foreign Ministry asking special permission for admission of a large number of industrial specialists, technicians and skilled workers. The memorandum says that present immigration restrictions hurt Uruguay’s infant industry. The press comments favorably on the proposal. Even the semi-official La Manana, which is anti-immigration, urges the Government to give the memorandum “serious study.”
