The Jewish Agency for Palestine has submitted to the Polish Government a proposal for a $10,000,000 transfer agreement to permit Jews to migrate to Palestine with capital in the form of goods, since export of currency is barred, it was learned today.
The proposal pointed out the following:
1-Jews in Palestine sent $4,000,000 to relatives in Poland during 1935.
2-Poland’s trade balance with Palestine is most favorable.
3-There are 5,000 Polish Jews ready to migrate to Palestine who cannot leave because the Palestine Government requires possession of $5,000 capital for entry under the unrestricted capitalist category.
4-Polish Jews in Palestine are suffering from undercapitalization of their business enterprises because their capital has been frozen in Poland.
The press reports that although Poland is favorably disposed to the proposal, the negotiations are meeting difficulties, chiefly on account of an Anglo-Polish trade agreement which does not permit Poland to favor mandated territories above England.
It is understood, however, that hope for the arrangement has not been given up. The Polish ambassador to Great Britain is expected here shortly and will probably discuss the proposal with the Government.
