The first item to be considered by the Arab League, now meeting in Cairo, is whe ther Israel is to be considered an enemy or not, it was reported here today. The second item on the agenda is whether or not the socalled Gaza Government, headed by the former Mufti of Jerusalem Haj Amin el Husseini, should be invited to send a representative to the League sessions. The Transjordan delegate opposed this suggestion, which was placed on the agenda by Egypt.
