Deputy Prime Minister Yigal Allon said on a television interview yesterday that the Israel Government will not receive an emissary of United Nations Secretary-General U Thant unless his terms of reference permit him to investigate the condition of Jews in the Arab countries as well as Arabs in the Israel-occupied territories. He said that would be the reply given to Mr. Thant should he propose sending an emissary in compliance with last Friday’s Security Council resolution that called on him to do so. Gen. Allon added that “anyone can come here as a tourist.”
