Leon Alter, Warsaw representative of the HIAS-ICA Emigration Association, arrived here today from Poland by way of Rumania. Mr. Alter reported that thousands of Jewish war refugees were massed in Cernauti and other Rumanian towns. He emphasized the desperate plight of the refugees, many of whom are suffering starvation, and said relief from America was highly urgent since the local Jewish population was hardly in a position to render effective assistance.
