Although Prisoner of Conscience Anatoly Shcharansky remains in solitary confinement in the notorious Perm labor camp, his name will be in view of the world’s assembled representatives when the New York City Council is expected to pass Introduction 1053 this month. This bill will name the story-high, graceful, curving stairway at the Isaiah Peace Wall opposite the United Nations in honor of Shcharansky, completing an effort begun a year ago by the Student Struggle for Soviet Jewry.
