John J. McCloy, American High Commissioner in Germany, said tonight that Germans must be encouraged to fight resurgent Nazism and anti-Semitism themselves, instead of relying on the occupying forces, Reuters reported.
He told 700 leading members of his staff that in many ways the task of occupation would be more difficult now that the High Commission had taken over the functions of the former military government.
