The case in Estonia, where the students association has submitted to the Minister of Education a memorandum asking for a numerus clausus against national minorities, is an example of how Jews in the Baltic countries might suffer from Nazi ambitions to regain Baltic territories.

Estonia is one of the Baltic states where there is definitely no anti-Semitism. There is, however, a fear in that country—as in the other Baltic nations—that German students may serve as an instrument in the hands of the Berlin Nazi government to strengthen the propaganda that Estonia is a part of Germany.

The restriction of admission of minority students into the university is, therefore, a measure aimed against the German minority only. But since the demand for restriction is generalized, the Jewish student will indirectly also be the victim.
