An Israeli judge ruled that a teen-ager suspected in a Maryland killing should be extradited to the United States. The judge ruled that although he accepted Samuel Sheinbein’s contention that he is an Israeli citizen, he had no right to stay in the country because he had not maintained ties with the Jewish state. Lawyers are expected to file an appeal on behalf of Sheinbein, who fled to Israel one year ago following the murder of 19-year-old Alfredo Tello.
