An Israeli official confirmed a newspaper report that Prime Minister Benjamin Netanyahu sent a message to President Clinton about the peace process through the Central Intelligence Agency. But the official denied that the routing of the March letter was intended to bypass U.S. Secretary of State Madeleine Albright, who has been outspoken in calling for compromise to advance the stalled peace process. In a speech this week, Albright said the Israeli- Palestinian negotiations were “going around in circles.”
