The prosperity of the Argentine colonies under the direction of the Jewish Colonization Association is growing, it was stated in the annual report of the Ica presented to the meeting of the Anglo-Jewish Association by Leonard Montefiore. The school system in the Brazilian colonies has been greatly developed, the report showed.

During the last three years 2,000 families have been colonized by the Ica in Russia. Although the future of Russian colonization is indefinite, the Ica felt that it had to take advantage of the opportunity to participate in the assistance of their co-religionists for whose benefit the Ica exists. While it is too early to judge of the success of the Russian colonization, the report states that it is clear the old colonies are regaining their pre-war prosperity.

An echo of the controversy over the Russian colonization was heard in the remarks made by Joseph Cowen, Zionist. He expressed disapproval of the Ica’s participation in the colonization work in Russia. The Ica work, he stated, strengthens the Soviet government. He expressed the belief that "the entire scheme of Jewish colonization work in Russia has been misconceived and ill-begotten." Joseph Prag took objection to these remarks, declaring that he feels that the Russian colonization work is valuable to the Russian Jews who are safer from oppressions in the colonies than in the towns.
