The measure prohibits issuing, possessing or disseminating propaganda, whether oral or written, which “tendas to subject any group or groups to prejudice. shame, hatred, ridicule, disgrace or contempt by reason of race. color, religion, creed or manner of worship.” It also bans delivery by hand or circulation in any manner, by mail or otherwise, of any such propaganda.
