Reporting on the results of a five-week survey of the European situation, Roy W. Howard, president and editor of the New York World-Telegram, declares in a dispatch from Paris today that the anti-Semitic campaign has been unpopular in Italy “because it has been construed as evidence that Mussolini is taking orders from Hitler.”
“Many other factors,” Mr. Howard reports, “are contributing to the Italian people’s dislike of Germany. From these known factors springs the hope of a possible democratic rapprochement with Italy.”
