A law providing for the outlawing of strikes and lockouts and setting up a compulsory arbitration system, went into effect today in Palestine.

All industrial disputes will now have to be submitted to an Arbitration Board, which will consist of a chairman and three officials appointed by the High Commissioner, and not more than two representatives, each, of labor and employers. Fines ranging from ?500 and three months imprisonment are provided for violation of the law.
