Arab delegates to the Interparliamentary Union world session here, today attacked Israel as an alleged aggressor, and referred to the plight of the Arab refugees. Response was made by two members of Israel’s delegation, David Hacohen and Ishar Harari. Mr. Hacohen said the Arabs had declined to enter peace negotiations and had rejected moves to promote peaceful coexistence. Mr. Harari told the meeting that the State of Israel had to absorb Jewish refugees from persecution in Arab countries.
