It is understood that Ragheb Bey Nashashibi, former Mayor of Jerusalem, whose adherents are reported to constitute a majority in the parties, is making a determined effort to convince opponents of the council to accept it on the condition that three more Arabs are included in the body’s proposed membership of twenty-eight. of the twenty-eight councillors, the plan outlined by the High Commissioner December 20 provides that fourteen shall be Arabs, seven Jews and seven Britons.
