The regional activities of United Nations agencies are hampered by the refusal of the Arab states either to attend meetings not on Arab soil to which Israel has been invited or to allow Israeli delegates to enter Arab countries for the purpose of attending meetings, Mrs. Zena Harman, Israeli delegate, today declared in the U.N. Economic and Social Council.
The representatives of Lebanon, Iraq and Egypt replied that the political tension prevailing between Israel and the Arab states has made such co-operation impossible. The Iraqi representative, who said that the State of Israel was “artificial, ” insisted that “we have no common problems capable of common solutions.”
