The Arab states have notified London and Washington that any action by the United Nations Security Council against Egypt in connection with the Suez Canal blockade of Israel-bound shipping will be regarded as an interference with Egyptian sovereignty and would be met by stoppage of oil production in the Arab states, the London Daily Mail reported today.
Azzam Pasha, secretary-general of the Arab League, was reported by the paper to have come forth with a proposal that Britain should transfer the British-owned Consolidated Refineries from Haifa, in Israel, to a new location in The Lebanon which has pipeline connections with the Iraqi oil fields at Mosul. Iraq, according to Azzam Pasha, would pay half the cost of this transfer and the remainder of the expenditure would be covered by savings of Suez Canal duties on the transport of oil. The Kirkuk-Haifa pipeline through which the Haifa refineries are normally supplied, has been closed by the Iraqis as a blockade measure against Israel.
