A plan for establishment of a Palestine state, not including Transjordan, based on municipal autonomy, maintenance of the present Arab-Jewish population ratio and proportional representation in government positions, has been advanced by the Iraq Government on behalf of itself and the governments of Saudi Arabia and Yemen, it was reported today by joseph M. levy, new York times correspondent, in a jerusalem dispatch.
The proposal has been approved by Ragheb Bey Nashashibi, president of the Arab Defense Party. If all Palestine Arab parties accept, the governments’ representatives will begin negotiations with the british government. the plan provides for ten-year british Rule, Equal civil and political rights and a Palestine-british treaty guaranteeing the British Empire’s strategic and commercial interests in Palestine.
