While Israel today was preparing sharp protests to the Security Council against the latest Syrian and Egyptian attacks along the borders of those two countries, the tense Israel-Arab situation was in the forefront here in a number of developments.
At a meeting of the Asian-African bloc, Rafik Asha, permanent representative of Syria, accused Israel of massing-troops on the Syrian border “in preparation for aggression.” Later, Dr. Omar Loutfi, Egypt’s special representative to the Security Council, had a 45-minute conference with Secretary General Dag Hammarskjold.
Maj. Gen. E. L. M. Burns, UN truce chief in Palestine, sent a report to the UN today about the Syrian attack on Israeli patrol boats on Lake Tiberias during which at least three Israeli policemen had been killed. Declaring that he “deplores the loss of lives in this incident and extends his condolences to the families of the victims,” Gen. Burns reserved finally determination of responsibility for the incident, stating that so far the “evidence given by Israel and Syrian witnesses is contradictory.”
