The district commissioners at Hebron and Safed have summoned the Arab leaders of both towns preliminary to the levying of the collective punishments. The Arabs of Safed are energetically preparing to contest the collective punishments and have sent a special delegation to Jerusalem to confer with the Arab executive. They expect to engage lawyers to fight the matter while the Safed branch of the Moslem Supreme Council is appealing for contributions to finance the fight.
