Arabs Set for New Showdown at San Francisco; Proposals on Human Rights Adopted

Arab delegates today indicated that they have not given up their fight within the trusteeship committee of the UNCIO and that they intend to offer a new amendment to the big powers’ proposal on trusteeships which would modify this proposal so as to jeopardize Jewish rights in Palestine. The Arabs made several unsuocessful attempts to secure such medifications last week.

Meanwhile, efforts by Jewish and other consultants to the U. S. delegation to secure establishment of a Commission on Human Rights today culminated in the adoption of the Big Four’s recommendation on this subject by the Committee on Economic and Social Cooperation.

The recommendation as passed by the committee in the form of an amendment to the Dumbarton Oaks proposals, reads: “With a view to the creation of conditions of stability and well-being which are necessary for the peaceful and friendly relations among nations, based on respect for the principle of equal rights and selfdetermination of peoples, the organization should facilitate solutions of international, economic, social, cultural and other humanitarian problems, and promote respect for human rights and for fundamental freedoms for all without distinotion as to race, language, religion or sex. Responsibility for the discharge of this function should be vested in the General Assembly, and under the authority of the General Assembly, In the Economic and Social Council.”

Another amendment passed jointly by the Committee on Political and Security Funetions and by the Committee on Economic and Social Cooperation, reads; “The General Assembly should initiate studies and make recommendations for the purpose of promoting international cooperation in political, economic, social and cultural fields to assist in the realization of human rights and basic freedoms for all, without distinetion as to race, language, religion or sex, and also for the encouragement of the development of international law.

Implementation of these recommendations by establishment of a commission for the promotion of human rights by the Committee on Economic and Social Cooperation is expected within the next few days, through a joint amendment of the big powers to the Dumbarton Oaks proposals. This amendment reads: “The Economic and Social Council should set up commissions in the fields of economic activity, social activity, culturel activity, promotion of human rights and any other field within the competence of the council, These commissions should consist of experts, There should be a permanent staff which should constitute a part of the secretariat of the organization.”

Rabbi Elmer Berger, executive director of the American Council for Judaism, addressing a press conference here expressed doubt as to whether the majority of the Jews in the United States are in favor of proclaiming Palestine as a Jewish State. The 1,500,000 American Jews have not expressed their opinion on this subject and the Council is endeavoring to find out what their opinion is, he said.
