Ariel Sharon is scheduled to undergo surgery Tuesday to restore part of his skull that was removed during previous operations. The announcement came Monday, as Israeli newspapers reported that the Israeli Cabinet was preparing to vote Sunday to declare the Israeli prime minister “permanently incapacitated.”
