The U.S. Army has authorized the issuance of identity certificates in lieu of passports to facilitate travel from the American zone to other countries, it was learned here today.
The use of identity certificates had previously been in effect for emigration to the United States. The new identification system has been adopted by other nations and is expected to facilitate emigration from the U.S. zone of Germany to other countries.
Rabbi Philip S. Bernstein, advisor on Jewish Affairs to Gen. Joseph T. McNarney, left today for Vienna to discuss various Jewish problems in Austria with Gen. Mark Clark, American commander there, it was reported from Frankfurt. Rabbi Bernstein is expected to arrive in Berlin at the end of this week on route to a week’s tour of Poland.
