The British government understands the Balfour Declaration in the sense that the interests of the Arabs should not be ignored while the Jews interpret the Balfour Declaration as meaning that Great Britain should be prepared to create the Jewish National Home, forgetting the British responsibility for the second part of the Mandate, that regarding Arab rights, declared Arthur Henderson, British foreign secretary, in reply to a question from the correspondent of the Jewish Telegraphic Agency.
The representative of the Jewish Telegraphic Agency had asked Mr. Henderson in the course of a press conference what was the present British government’s definition of the term Jewish National Home which was mentioned in the report of the Mandates Commission yesterday, approved by the British representative at the session of the Council of the League of Nations.
Whether the national minorities problem will be discussed at this session of the Council and also whether the proposed permanent minorities commission would be created at this session was asked of Mr. Henderson by the correspondent of the Manchester Guardian. Mr. Henderson said he doesn’t expect that both matters will be taken up.
