Attorney General Yitzhak Zamir advised the government Tuesday that there are no legal grounds for prosecuting the two Communist Party Knesseters and their two aides who met last week with Palestine Liberation Organization chief Yasir Arafat at a peace convention in Sofia, Bulgaria. In a brief paper submitted at the request of Justice Minister Moshe Nissim, Zamir held that the law forbidding contacts with the enemy provides that such contacts are legal if held “for good reason” and that in the case of the Communist members there could be said to have been such good reason. The two MKs, Charlie Bilon and Tewfiq Toubi, were heartily booed by airport workers when they returned to Israel Tuesday afternoon. “Have you forgotten Maalot” one of the demonstrators shouted.
