Immediate responsibility for the tensions of the Middle East rests with the Soviet Union, Robert G. Casey, Minister for External Affairs, told the Australian Parliament today. However, he stressed, much of the danger in the region stemmed from disputes between the countries of the Middle East.

Mr. Casey called American bases in the Middle East, as elsewhere, a deterrent to war. He called the Western policy in the area one of encouraging the Middle East countries to resist the Soviet threat to their independence.
