Richard Casey, Australia’s Minister for External Affairs, told Parliament today that a “realistic beginning” must be made toward a solution of the Arab-Israel problem, and offered a five-point program toward that end. He proposed:
A mutual pledge of non-belligerency by Israel and the Arab states; the creation of demilitarized zones along the Israel borders which could be occupied, if necessary, by United Nations troops for appreciable periods; recognition and respect of Israel’s right of passage through the Strait of Tiran and the Suez Canal; en effort at resettlement of the A ab refugees, and development projects–including irrigation–to assist in resettling the refugees.
