Belarus is refusing to register some Reform Jewish communities, according to the Union of Councils for Soviet Jews. Without the registration, a community’s religious activities can be restricted. In a related development, advocates of the Reform and Reconstructionist movements asked the U.S. State Department to include them at more official events in Belarus, Ukraine and Russia.
