A reception was given here today for Ben Touster, American Jewish leader and treasurer of CARE, who arrived here to review social welfare activities. A former president of the United Hias Service, Mr. Touster will discuss here plans for CARE activities in Israel, and will study the activities of the Israel branch of Hias.
