A heavy police guard stood by at Lydda Airport last night when West Berlin Mayor Willy Brandt arrived to attend the International Congress of Local Authorities opening here tomorrow. This morning, however, Mayor Brand and his party moved about freely here without any police guard.
The West Berlin mayor said that he expected to meet with Premier David Ben-Gurion and with Foreign Minister Golda Meir. He said he hoped the visit by the West German municipal leaders would serve to promote better German-Israel relations.
