The Financial News today denounced as “yielding to blackmail” the discussions of Montagu Norman, Governor of the Bank of England, and George Rublee, director of the Intergovernmental Refugee Bureau, on emigration in Berlin and warned that they would only create endless opportunities for further Nazi pressure. “If the suggestion were, by implication, that the moment the negotiations broke down, further measures would be taken against the unfortunate hostages (the Jews), then it can be said that never in modern history has there been a more heinous proposal,” the editorial asserted.
