The announcement that the government of Ecuador has officially agreed to set aside for the disposal of Jewish colonization agencies sufficient land capable of maintaining 50,000 Jewish families may be of interest not only to Jewish institutions interested in the fate of German and Polish Jews, but also to the League of Nations.
Only Wednesday James G. McDonald, the High Commissioner for Refugees, appealed to the League of Nations to take over the responsibility for settling the Jewish refugees from Germany along the same lines as it did with regard to the Greek, Assyrian, Armenian and other refugees.
If the League of Nations claims that it finds no territory for settling Jewish refugees, this is no longer a valid excuse. The 1,250,000 acres of land now allotted by the government of Ecuador for Jewish settlement invalidates any argument that there is no territory where Jewish refugees can be admitted.
NOT COMPLETE SURPRISE
The news which comes from Ecuador is not a surprise to those Jewish circles which were quietly conducting negotiations with a number of smaller governments to colonize Jewish refugees in their lands on a large scale. Such negotiations were conducted with the Portuguese government to obtain a territory for Jewish colonization in Angola. Such negotiations are being conducted with the French government for the admittance of Jews in Syria. Such negotiations were also conducted with the government of Ecuador.
The details of the agreement reached between the Emcol, the recently formed Jewish Emigration and Colonization Society, and the president of Ecuador, which were made public yesterday in London, have seen kept secret for various technical reasons. They were made public yesterday only in connection with a conference of Jewish territorialist organizations which opens in London this week-end.
This conference, which will be addressed by prominent non-Jews interested in the present Jewish situation in Europe, was organized by representatives of central Jewish organizations interested in constructive relief for European Jewry. The organizers of this conference are people of recognized repute as far as Jewish constructive relief activities are concerned.
A NEW CHAPTER OPENED
Should the agreement with the Ecuadorian government be ratified at the London conference, a new chapter will be opened in the history of Jewish colonization. Not only Jewish refugees from Germany will be facilitated to proceed to Ecuador, but also Jews from Poland and other countries where the Jewish population is suffering oppression.
There is no doubt that the Ecuador agreement also will attract the interest of such organizations as the Joint Distribution Committee, the Hilfsverein and the Jewish Colonization Association. The committee in America, which is now raising a large fund for the rehabilitation of German refugees, also, no doubt, will be attracted by the new opportunities offered in Ecuador.
