James Roosevelt of California today gave added momentum to the Halpern amendment to sever aid to nations like Egypt which divert their own resources to build aggressive missiles and purchase Soviet arms. Rep. Roosevelt, a Democrat, Joined as co-sponsor of the amendment with its sponsor, Rep. Seymour Halpern, New York Republican, setting off a bi-partisan drive for its adoption.

Rep. Roosevelt told the House that when the Egyptian missiles are armed with warheads and ready to be fired, “we will be sorry for what we have helped to do. ” Instead, he urged that the Foreign Assistance Program deny aid to a country which persists in an aggressive missile build-up, clearly referring to Egypt. He also urged that America not be “hoodwinked by some shrewd manipulators who feed on both sides of the international street,”
